On Sunday, February 21st at 8:30pm the Johnson County Fiscal Court issued this press release:

Utility crews continue to work diligently to restore power. Outages were significant as a result of the recent ice storm, leaving 76% of Johnson County households without power on February 15th. Today, outages have dropped to under 20% and temperatures are expected to continue to increase throughout the coming week.
As of this morning, there was not anyone in the shelter dealing with power outages; and therefore the Emergency Shelter/Warming Center, located at the Paintsville Recreation Center closed today at 4:00 p.m. If you do not have power and have emergency shelter needs, please call 606-789-4221. Johnson County Judge Executive, Mark McKenzie would like to thank the Red Cross for providing supplies and the City of Paintsville for providing the facility and staff, as well as the multiple volunteers that assisted at the shelter and the many churches that helped by providing meals for the shelter residents.
National Guard personnel continue to provide transport services and welfare checks to assist Emergency Management with providing basic needs and other support functions to those without power. Those who need assistance may call Emergency Management at 606-789-2260.
To report a downed tree in a county roadway, please contact the Johnson County Road Department at 606-789-2576.

The Paintsville/Johnson County Emergency Management Facebook page is also reporting that the Emergency Shelter at the Recreation Center has closed as there were no shelter residents with power outages. The Paintsville/Johnson County Warming Center is now located at 342 Second Street, Paintsville, in what was formerly known as the Johnson County Sheriff’s Office. The Warming Center will provide a warm and dry environment for homeless residents during brief periods of inclement weather. The Center will open on nights when the temperature falls to 20 degrees or below and this will be a come-an-go facility with no overnight stays permitted. The Center will open at 7:00 p.m. and remain open until 7:00 am on days it is operational.
