An Eastern Kentucky animal shelter is stretched beyond capacity. The Martin County shelter has room for about 8 dogs, but it is currently housing 22.

According to the county dog warden, Frank Lanstacy, he is replacing animals in the pens just as quickly as rescue centers can take them out. Officials are encouraging locals to hold strays, until the shelter can find room for them.
