Legislators are at odds on consent laws

In 1998, Kentucky began requiring women seeking an abortion to meet with a doctor at least 24 hours before the procedure. Current law allows these meetings to be conducted over the phone, but the house and the senate have challenged that. The Senate has passed a resolution requiring women to meet the doctor in person. The House is working on a similar law that will also allow patients to video chat with the doctor. Legislation out of both houses would do away with the phone option.
