According to an article from WSAZ, Officials arrested 31 year old Crystal Page and 31 year old Jeffery Phelix in Charleston after they say they found them high on prescription pills with their two children in the vehicle. Officials say the children in the back were screaming and yelling. They responded to the scene after a neighbor had called 911. The couple was arrested and taken to the South Regional Jail. Family members were given custody of the children.
