According to WYMT, 36 year old Ralph Francis of Canada, KY was arrested the night of September 2nd at a DUI traffic stop. Francis was found to be driving under the influence with three children in the vehicle who were not restrained by car seats. A search of the vehicle lead to the discovery of stolen property from multiple homes. Francis is charged with burglary, child endangerment, DUI and other traffic charges. He was booked in the Pike County Detention Center.
