State Representative James Kay has pre-filed a bill to make Kentucky Retirement Systems more transparent. Kay wants to better insulate KRS from politics and make the agency more publicly accountable, saying the bill if passed would “allow the public and lawmakers more open access to understand investments and fees” and the “board should be governed by law, not by a political tug-of-war.” Provisions of the bill include
-Not allowing gubernatorial re-organization of the board of trustees at any time
-Changing the board to comprise of a majority of elected members rather than appointed members
Among several others. Kay said his bill provides less secrecy and more accountability that the board needs.
