Judge Blocks Bevin’s Order

Franklin Circuit Judge Phillip Shepherd permanently blocked Governor Matt Bevin’s executive order to replace the board of trustees at the University of Louisville. Attorney General Andy Beshear sued, arguing the Bevin’s order was illegal. Judge Shepherd said “There is no legal or historical precedent for the Governor’s actions in abolishing and reconstituting the board of trustees of a public university.” Shepherd further wrote the Supreme Court ruling that Bevin did not have authority over state colleges’ and universities’ budget influenced his decision. Beshear issued a statement urging Governor Bevin to a speedy resolution by appointing trustees to the five opening or immediately moving the case to Kentucky Supreme Court.
