On Saturday, November 12, 2016 Manchester Police Sergeant Jeff Collett and Clay County Sheriff’s Deputy Jeremy Gabbard responded to a Main Street apartment to investigate a domestic disturbance between a man and woman. After an arrest had been made, they received information of a possibly wanted individual in the area. A white male was located inside an apartment where police were told no one should have been. The subject was questioned but could not produce any credible information about his identity. Officers determined the subject’s identity as Justin Arnett of Salyersville. Arnett escaped from the Big Sandy Regional Detention Center last month with Melvin Garland, who surrendered to authorities November 3rd. Arnett was arrested and lodged in the Clay County Detention Center.
