n arrest was made in Laurel County Monday afternoon following a complaint of a subject passed out in a red car on North Laurel Road. Deputy Gary Mehler arrived at the scene and located the red Chrysler 200 with the driver passed out and the engine running. Deputy Mehler concluded the driver, Logan Tincher, 20 of Chaney Ridge Road, was under the influence. Tincher admitted to taking three oxycodone tablets and that he shouldn’t have been driving. A marijuana pipe and straw with white powdery residue were also located. Logan Tincher was charged with driving under the influence and possession of drug paraphernalia. He was lodged in the Laurel County Detention Center.
