Harlan County Woman Charged with Murder of Two-Month-Old Child

A Harlan County woman has been charged with the murder of her infant son. Sheriff’s deputies and social workers went to the apartment of 23-year-old Sierra Foster for a welfare check on her two-month-old son, Travis Perkins, who was found dead. Kentucky State Police spokesman Trooper Shane Jacobs said a preliminary investigation found the mother was under the influence of drugs and the child had not been cared for in at least 12 hours, though there were no signs of trauma. In addition to murder, Foster is charged with first-degree criminal abuse and tampering with physical evidence.
