On Monday, February 13, Laurel County Deputy Gary Mehler arrested a man on I-75. Artie Bourque, Jr., age 47, of Barbourville, was charged on a Knox County bench warrant of arrest  for failure  to appear in court on charges of theft by deception, including cold checks under $500. Bourque was lodged in the Laurel County Detention Center.
