On Monday, April 10, 2017 at 12:24am, Kentucky State Police in Morehead received information about a shooting incident that occurred on Leaning Tree Way in Rowan County. Upon further investigation, it was determined that an altercation had occurred between Randy Parmley, age 40, of Ashland, KY, and Kenneth Fulton, age 42. The altercation at Mr. Fulton’s residence on Leaning Tree Way resulted in Mr. Fulton being shot. He was transported to St. Claire Regional Medical Center where he succumbed to his injuries. Mr. Parmley is in custody at this time.
