On Thursday, April 13, around 12:30pm, Kentucky State Police arrested Roy Miller, 67, of Owingsville, and charged him with one count of Prohibited Use of Electronic Communication System to Procure a Minor for Sex, a Class D Felony. Miller came to Rowan County to meet with a juvenile he had met over the Internet. He is currently lodged in the Rowan County Detention Center.
