Three Arrested after Special Needs Child Wanders into Highway

Three people are in jail after an autistic  child was found wandering on the road. The incident occurred Thursday afternoon. The child climbed out the window of his grandmother’s house and was walking on KY 302/water gap road when a coal truck driver saw the child she said she had to swerve to keep from hitting him. Rita Collins,43 and Natasha Frazier, 25 both  of Prestonsburg were charged with wanton endangerment. Scotty Gibson,22 of Prestonsburg was found inside the residence in possession of  a baggie of what was believed to be meth and a pipe, he was charged with possession of a controlled substance.
