Two Arrested on Drug Trafficking Charges Following Traffic Stop in Harlan County

The Harlan County Sheriff’s Office conducted a traffic stop on Friday, February 2, 2018, just after midnight. The stop was conducted in the Harlan area. Deputy Mark Saylor made contact with a vehicle driven by Travis Napier, age 23, who was discovered to be operating under the influence and on a suspended license. A search of the vehicle resulted in the discovery of a large amount of crystal methamphetamine, loaded syringes, a loaded handgun, and paraphernalia. Napier and his passenger, James Southard, 25, were charged with trafficking a controlled substance, possession of a handgun by a convicted felon, and possession of drug paraphernalia. Both were lodged in the Harlan County Detention Center.
