The Kentucky State Police in Morehead made an arrest following complaints of animal cruelty in Elliot County. During the investigation, it was determined that several animals had not been vaccinated. Randy Skaggs, 67, of Sandy Hook, was arrested and charged with 179 counts of Cruelty to Animals, and 179 counts of Dogs to be Vaccinated against Rabies. Kentucky State Police was assisted by the Department of Agriculture. Skaggs was lodged in the Big Sandy Detention Center.
