On Thursday, May 16, 2019, a press conference was held at Prestonsburg City Hall with members of Kentucky State Police, the Prestonsburg Fire Department, and additional personnel involved in the recovery of 22-month-old Kenneth Howard. Carter Connelly, Magoffin County Rescue Squad Chief, reported the child was doing well. Prestonsburg Fire Chief Mike Brown said the first to make contact with the child were Danny Wit from the Belfry Fire Department and Prestonsburg Michael Tussey, for him it was an  emotional moment.
