The Kentucky House voted to legalize medical marijuana in the state.

The measure won House passage on a 65-30 vote after a long debate Thursday. The vote sends the proposal to the state Senate.

The House vote comes after years of setbacks for medical marijuana advocates in Kentucky. The measure would allow doctors to prescribe cannabis and set up a regulatory framework for patients to obtain it at approved dispensaries.

Smoking medical cannabis would not be permitted under the bill. Consumption could take place through such forms as pills and oils. The bill also restricts all public use.

Rep. Jason Nemes, called the bill the tightest medical marijuana bill in the country. With a long list of restrictions, including a prohibition on smoking medical marijuana.

Some opponents worried the bill could lead to criminal abuse, or be a gateway to legalizing recreational marijuana.

“And there’s not a person in here right now that’s looking at me that doesn’t know that’s coming. It’s going to come. I hope it doesn’t. But you know it’s going to come,” said Rep. Stan Lee.
