The Safer Kentucky Act, formerly known as House Bill 5, was signed into law on April 15 and goes into effect in July. Its strict policies regarding the homeless community have caused many Kentuckians to speak out against the new law. First, it prohibits homeless people from sleeping in public (sidewalks, under bridges, parks, etc.) and on private property when the area has not been designated for sleeping. In addition to prohibited sleeping arrangements, people cannot stay in their vehicle in a parking lot either.
