Brian Thacker, 27 of Pikeville, KY is facing several charges one being a manslaughter charge.

Pikeville police responded to a crash on U.S. 23 near the South Mayo Double Kwik on May 18th.  Officers reported that Thacker was driving a 2007 Chevrolet Silverado northbound in the southbound lanes when he collided head-on with a 2013 Dodge Avenger driven by Tommy D. Fouts, 54, of Virgie.

While Thacker was being extricated from his vehicle, police noticed a large amount of a blue powdery substance in his nostrils. The citation stated Thacker did not remember the collision.

Fouts was pronounced deceased at the scene.

Thacker has been charged with second-degree manslaughter, DUI and third-degree possession of a controlled substance. He was lodged in the Pike County Detention Center.
