Joyce Lowe, age 68, of Williamson, WV passed away September 17, 2021 at Tug Valley Appalachian Regional Healthcare in South Williamson, KY. She was born November 25, 1953 in Williamson, WV to the late James Edward Kline and Joyce Evelyn Zank Kline.
