Otto C. Bailey, age 68, passed away in peace and love in the arms of the angels holding his daughter’s hand in the early morning hours of Feb. 10, 2022 at Pikeville Medical Center in Pikeville, Ky. Otto was born in Iaeger, West Virginia on April 25, 1953 to his parents Millie Duty Bailey and the late Elmer Bailey.

A memorial service will be announced at a later date.
