Randall D. Stiltner, Jr., 64 of Elkhorn City, KY passed away Monday, February 06, 2023. He was born June 21, 1958 in Pikeville, KY to the late Randall Stiltner and Shirley Ratliff Stiltner. In addition to his parents, he was preceded in death by his wife, Lisa Patrick Stiltner and a brother, Derek Stiltner. Randy is survived by three children and a host of friends. At this time there are no services planned.
