
A Pike County man was arrested Sunday night after he was accused of strangling a woman in a gas station parking lot earlier that afternoon. The incident took place just before 3 p.m. Sunday at the Jiffy Stop at Lookout. Police say security camera footage shows Jason Ryan Ratliff, 31, of Elkhorn City, get out of his truck, walk over to the woman and begin choking her, while she held her infant daughter in her arms. The woman told police she was afraid and couldn’t breathe while he choked her, so she ultimately resorted to biting him on the nose to get him to let go of her. Ratliff turned himself in to Pikeville Police later that night. He has been charged with fourth-degree assault and first-degree strangulation. The strangulation charge is a felony, punishable by 5-to-10 years in prison.
