Paintsville couple arrested and charged with endangerment

A Paintsville couple were charged with child endangerment on April 5 after Johnson County Sheriff’s deputies responded to a call of a child outside in 30-degree Fahrenheit temperatures, according to court documents.

Reports are that JCSO Deputy Zach Stapleton responded to a call on Mill Branch Road and that a “small child” was located outside with no adult supervision while temperatures were near freezing.

When Stapleton, Johnson County Sheriff Scott Hazlette and Paintsville Police Department Officer Bill Ramey investigated the scene, they made contact with 32-year-old James Skaggs, and 31-year-old Jessica Blair, of Mill Branch Road, Paintsville. Both Skaggs and Blair were charged with endangering the welfare of a minor, and the children were placed with a relative by child protective services.
