On Thursday, Ashland Police detectives observed an individual panhandling on 13th Street at Winchester Avenue, and later observed at Central Park injecting a controlled substance. Joseph Hahn, 20 of Ashland, was arrested for trafficking in a controlled substance. Detectives seized multiple bindles of suspected methamphetamine packaged for resale, cash, and a new LG cell phone. Hahn was lodged in the Boyd County Detention Center.
