On Wednesday, December 28, 2016 the Harlan County Sheriff’s Department responded to the Eastbrook Apartment Complex with Probation and Parole Officers, acting on a Kentucky Parole Board Warrant for 35-year-old Phillip Osborne. Upon making entry into an apartment, several firearms and ammunition were located in plain view inside. Osborne came to the door of the apartment and was in the area with the weapons. He has a previous felony conviction in Harlan Circuit Court. Osborne was charged with Possession of a Firearm by a Convicted Felon and lodged in the Harlan County Detention Center.
