Undercover detectives with Ashland Police Department’s Criminal Investigation Section, along with an undercover KSP detective, observed and arrested two people at the Central Park restroom while they were abusing suspected heroin. Flora Pennington, 30, was charged with Possession of Controlled Substance, Drug Paraphernalia, and Wanton Endangerment. Andrew Albertson, 40, was charged with Public Intoxication, Possession of Controlled Substance, and Drug Paraphernalia. Both were lodged in the Boyd County Detention Center.
