Sandra Cleo Harper, age 55 of Cumberland, Kentucky passed away on Monday, May 17, 2021 at the Harlan ARH. She was born on May 1, 1966 in Detroit, Michigan to the late Basil and Emogene Jackson Smith. She was the wife of the late Billy Harper.

Memorial service for Sandra Cleo Harper will be held at a later date to be determined.
