Penelope Higgins, age 63 of Rockford, Illinois, passed away Tuesday June 1, 2021 at Pikeville Medical Center in Pikeville, Kentucky. She was born June 11, 1957 in Trigg County Kentucky a daughter of the late Oriel Grant Higgins and Arvel Geneta Higgins-Washer. Penelope was a member of Stateline Church in Rockford, Illinois.

Penelope will be missed by all who loved her.
An intimate celebration of life will be planned for her family at a time they can be together.
