Magistrate of the 5^th district James Howard is alleged to have abused his authority. While serving on the Harlan County Industrial Development Authority Howard issued several checks to a company he manages, and is a majority stock holder. While he is being charged with misuse of confidential information and abuse of public trust, under 10-thousand dollars, Howard holds that he is innocent of the charges.
