Louisville Man Pleads Guilty to Participating in Kickback Scheme

Lawrence O’Bryan, a business owner in Louisville, admitted in federal court that he participated in a kickback scheme involving former Secretary of the Kentucky Personnel Cabinet, Timothy Longmeyer. O’Bryan pleaded guilty to three counts charging bribery of a public official, before U.S. District Judge Karen Caldwell. O’Bryan admitted he worked with the Secretary to formulate the kickback scheme beginning in 2009, in which Longmeyer used his position to persuade Humana, Inc. to MC Squared Consulting, LLC for consulting services related to the Kentucky Employees’ Health Plan. Between October 2011 and March 2014, O’Bryan accepted over $600,000 in payments from the owner of MC Squared, which he split with Longmeyer.

O’bryan is scheduled to be sentenced on January 19, 2017. He faces up to 10 years in prison and a maximum fine of $250,000 for each count.
