Ashland Physician and Clinic Sued for Healthcare Fraud

The U.S. Attorney’s Office has filed a civil lawsuit against an Ashland addiction treatment specialist. Dr. Rose Uradu and her substance abuse treatment center, Ultimate Care Medical Services, are being sued for allegedly defrauding both Medicare and Medicaid programs, and violating the Controlled Substances Act. The lawsuit alleges the defendants sought and received payments for services that were not actually provided to patients from January 2013 to September 2014, billing for “evaluation and management” services. The complaint further alleges that during the period of July 2013 to December 2014, defendants billed Medicare and Medicaid for complex urine drug testing that was not actually performed. If found liable, the defendants will have to repay Medicare and Medicaid three times the amount of the Government’s loss for the fraud, which exceeds $1 million, in addition to penalties of $5,500 to $11,000 per false claim. The complaint further alleges that the Ultimate Treatment Center failed to maintain complete and accurate records of the clinic’s methadone and buprenorphine inventories between January 1, 2017 and April 28, 2017, as required by law. Under the Controlled Substances Act, the center is subject to a financial penalty of up to $10,000 for each recordkeeping violation.
