A man and woman have been charged in the death of an 8-year-old child, according to the Herald-Leader. 32-year-old Dallas Kelly and 22-year-old Tabatha Philipot left the child unattended in the bathtub resulting in the child’s death. The relationship between Kelly and Philipot was unclear, as was their relationship to the child. The two were charged with manslaughter and are incarcerated at the Harlan County Detention Center.
