The Herald Leader reports a Harlan County grand jury has declined to indict officers in the shooting death of a man under federal indictment for making and possessing illegal explosive devices. Mark Sawaf had placed explosives on trail cameras that maimed at least one man and injured two other people. He was assisting officers with locating the booby-trapped cameras when he attempted to escape. When officers caught Sawaf, he tried to take an officer’s gun and was shot by Captain Brad Dobrzynski of the Lexington Fire Department. The grand jury agreed with state police that the use of deadly force was justified.
