Franklin Circuit Judge Phillip Shepherd won’t be reversing his decision against Governor Matt Bevin’s order to abolish and replace the University of Louisville’s board of trustees. The judge ruled Bevin’s order illegal in September. Bevin’s attorneys asked the judge to reverse the decision, claiming a misinterpretation of legal precedents. Shepherd denied the motion on grounds there wasn’t enough evidence to support the defense’s arguments. The decision gives Bevin an additional 30 days to appeal the original decision.
